Kitap, hem denizcilik hem de havacılık sektörlerinde yapay zekâ tabanlı otomasyonun ve uzaktan kontrolün yaygınlaşmasıyla birlikte, bu sistemlerin yol açtığı risklerin ve kazaların yönetiminde geleneksel hukuki çerçevelerin yetersiz kaldığına dikkat çekiyor.

Kitabın önsözünde yazar, çalışmasının benzerlerinden ayrılan en önemli yönünün, insansız gemi ve hava araçlarının yönetiminde tazminat sorumluluğu (tort liability) ile emniyet düzenlemelerinin (safety regulations) entegrasyonunu savunması olduğunu vurguluyor. Özmen, yüksek riskli operasyonlarda (örneğin tam otonom sistemlerde) sıkı güvenlik düzenlemeleri ve kusursuz sorumluluk (strict liability) ilkelerinin uygulanmasını önerirken, düşük riskli ve insan gözetiminde yapılan operasyonlarda daha esnek bir hukuki yaklaşımın yeterli olabileceğini belirtiyor.
